Tommy Davis is a former full-time senior corrections chaplain with Good News Jail & Prison Ministry  (Jurisdiction 16) that serves the Monroe and Wayne County Sheriff’s Offices.  He serves as the chief chaplain of FCCC.   He has a bachelor’s  degree in Theology from Apex School of Theology in Durham, North Carolina and a Master’s Degree in Ministry from Tennessee Temple University.   Tommy completed studies in psychology and crisis response at Johns Hopkins University’s Bloomberg School of Public Health.  He is currently pursuing his PhD in Organizational Leadership at Piedmont International University in Winston-Salem, NC.

Chaplain Davis served for five years as a crisis chaplain and team supervisor operating in conjunction with law enforcement agencies, including the U.S. Marshal’s Service, at homicide scenes. He has served as a New York division chief chaplain overseeing clergy throughout the state of New York with Chaplain Fellowship Ministries International since 2006.  Mr. Davis is a certified Public Safety and Crisis Response Chaplain through the Homeland Crisis Institute and is a 2006 graduate of the Monroe County Sheriff’s Office Clergy Academy. He served for two years on the Rochester Police Department’s Volunteer Clergy Response Team under former police chief David Moore.  Davis is a member of the New York State Governor’s Finger Lakes Regional Youth Justice Team, a committee through the NYS Division of Criminal Justice Services, that evaluates and influences criminal justice policy relative to youth.  He is an adjunct professor of theology and formerly served as President/CEO of  Hope Initiatives, a faith-based social enterprise that provides jobs and training for the chronically unemployed.   He is currently a member at First Bible Baptist Church in Hilton, NY.  Chaplain Davis is the Co-Founder of the FCCC.

Mrs. Providence Crowder serves as Deputy Chief Chaplain of FCCC and loves to serve God through serving people.  She is married with two children and has over 17 years experience of providing counsel, leadership, and sound administrative decision-making as a public servant for Monroe County.  She is currently a public safety supervisor adept in conflict resolution, employee relations and mentoring.

Chaplain Crowder has earned a Bachelor’s Degree in Organizational Management with a concentration in Public Safety Administration from Roberts Wesleyan College and a Master’s in Theology from Northeastern Seminary.

Chaplain Crowder sits on several committees at her place of employment and serves as a spiritual advisor for the Frederick Douglass Foundation of New York.  She volunteers with other organizations whose mission is to educate people about the importance of fiscal responsibility and adhering to biblical values.  Mrs. Crowder is co-founder of the FCCC and is a member of First Bible Baptist Church in Hilton, NY.

Chaplain Donald Stevens holds and bachelor’s degree in Christian Ministry and an honorary Doctor of Divinity.  Rev. Stevens is also a certified public safety chaplain credentialed through the Homeland Crisis Institute (Division of Chaplain Fellowship Ministries).

In addition to serving as chair of Chaplaincy for the Greece Police Department, Rev. Stevens is a member of the Rochester Police Department’s clergy response team, and serve as associate pastor at the Pentecostal Memorial Baptist Church in Rochester.

Rev. Stevens is currently employed as a territory Rep. for V.P. Supply in Rochester.  He is married with three children and serves as Master Chaplain at FCCC.

The Chaplain Corps exist to promote the safety and stability of the community by providing pastoral care to first responders, businesses, schools and all citizens of Monroe County.  The ultimate objective is to be a witness for Jesus Christ.
Company Overview
The Flower City Chaplain Corps recruits and trains the best chaplains in the business; Christians who will minister under the most distressing conditions. We are the first Chaplain Corps in Monroe County that actually make rounds to nearby businesses after a major crime has been committed. We offer on-site counseling and referrals. We work closely with investigators and will accompany witnesses (at their request) when willing to cooperate authorities. This promotes peace and safety within the community.

General Information
The Flower City Chaplain Corps was founded by Tommy Davis, a veteran chaplain, and Providence Crowder, a public safety supervisor, to fulfill the need of pastoral care as a result of crises within the overall community.  The Flower City Chaplain Corps was incorporated in the State of New York on February 24, 2012.
